The Intelligence Authorization Act for FY1993 (P.L. 102-496, enacted 1992) amended the statutory definition of the 'intelligence community' to include DOE's intelligence/counterintelligence organization, giving the DCI (now DNI) oversight of DOE foreign-intel/CI activity. DOE is one of 18 IC elements (50 U.S.C. 3003(4)); the OICI director is a member of the National Intelligence Board and program manager of DOE's National Intelligence Program (NIP) funds (42 U.S.C. 7144(b)), whose budget is classified.
