The choke point on INSIDER disclosure (whistleblowers, memoirists) — it suppresses accounts before publication rather than after. Judicially entrenched (Edgar v. Haines, cert denied 2022). HONESTY: it suppresses mundane classified accounts identically, so its existence explains insider silence WITHOUT requiring an NHI secret.
