Capt. Edward J. Ruppelt was the first director of the US Air Force's Project Blue Book and author of The Report on Unidentified Flying Objects (1956). He documented the December 1952 Hanford F-94 case and, in a 1950s spatial analysis, observed that UFOs 'were seen more frequently around areas vital to the defense of the United States' — ranking 'the Los Alamos–Albuquerque area, Oak Ridge, and White Sands Proving Ground' high — and were 'habitually reported from areas around technically interesting places like our atomic energy installations.'.
