Title 32 of the National Defense Authorization Act for FY2000 (the NNSA Act) created the National Nuclear Security Administration as a 'separately organized' / semi-autonomous agency within DOE, responding to the June 1999 President's Foreign Intelligence Advisory Board report that called DOE lab management 'science at its best' but 'security at its worst.' NNSA consolidated Defense Programs, Defense Nuclear Nonproliferation, and Naval Reactors; its Administrator (a Senate-confirmed DOE Under Secretary, NA-1) reports directly to the Secretary with dedicated appropriations.
