Official position: nuclear sites are most-surveilled airspace, so anomalies are detected/reported there at higher rates.
The 2021 ODNI assessment and AARO's Kirkpatrick explicitly cite collection bias: denser sensors, focused attention, unit expectations and reporting mandates concentrate detections at nuclear/military sites. Random anomalies are more likely captured where surveillance is heaviest. This also undermines pro-correlation statistics, since report-based studies measure where reporting concentrates. A documented, officially-endorsed counter to the targeting claim.
