On the nights of 29-30 Sept 2019, swarms of roughly 2-ft drones with flashing red/white lights flew at 200-300 ft over the Palo Verde Nuclear Generating Station in Maricopa County, Arizona. FOIA documents obtained from the NRC by researcher Douglas D. Johnson (Scientific Coalition for UAP Studies) document the incidents; CISA withheld 32 pages citing law-enforcement exemptions. The NRC ultimately declined to require drone countermeasures at nuclear plants (holding small drones could not damage a reactor or steal material); cases were closed unresolved. Johnson's broader FOIA work documented 57 drone incursions across 24 nuclear sites between 2015 and 2019.
