Authorized by the FY2023 (Inhofe) NDAA, AARO's secure reporting mechanism went live Oct 31, 2023 on aaro.mil to collect firsthand accounts of USG UAP programs/activities dating to 1945 from current/former employees, service members, and contractors. Per the FY2023 NDAA, individuals may report without violating prior NDAs (authorized disclosures only). The form is an initial contact point — not for classified detail — and informs AARO's congressionally directed Historical Record Report. A public-reporting phase was planned later; in 2025 AARO sought a JWICS-based case-management platform.
