The FY2023 James M. Inhofe NDAA created AARO's authorized-disclosure channel and a 72-hour Secretary-of-Defense notification when a disclosure relates to a previously unreported UAP-related SAP. The FY2024 NDAA enacted only the watered-down records-collection mandate (Public Law 118-31, Sections 1841-1843) after the eminent-domain clause and Review Board were stripped in conference. The House UAP Caucus (Burchett, Luna, Gaetz, Moskowitz, Burlison) pushed declassification amendments; Burchett's FY2024 UAP declassification amendment and the later UAP Transparency Act (May 2024) sought broad release.
