What actually survived in the FY2024 NDAA: a National Archives UAP Records Collection (Record Group 615) with agency identification/transfer deadlines, but without the presumption of disclosure or independent review.
Public Law 118-31 directed NARA to establish a UAP Records Collection of all government, government-provided, or government-funded records relating to UAP, technologies of unknown origin, and non-human intelligence. NARA created Record Group 615 and published agency guidance; federal offices were to identify and begin transferring digital copies through 2024. Because the presumption of disclosure and the Review Board were stripped, agencies may still postpone release under existing classification authorities (EO 13526) with no independent body reviewing those decisions.
