A proposed nine-member, Presidentially-appointed, Senate-confirmed civilian board with subpoena power and presumption of disclosure to review/release UAP records; stripped from the final FY2024 NDAA.
Modeled on the JFK Assassination Records Review Board, the UAP Records Review Board would have been nine impartial civilians nominated by the President and confirmed by the Senate, empowered with subpoena power, recommending release or postponement of UAP records held at NARA under a presumption of disclosure, with the President as sole authority to overturn. It was removed in FY2024 NDAA conference (alongside eminent domain and the presidential-certification mechanism) after AARO and Pentagon opposition. Burlison's FY2026 reintroduction again proposes an independent Review Board.
