The watered-down version of the UAPDA enacted Dec 22, 2023: a NARA UAP Records Collection, agency self-reporting, a grave-threat 'postponement' standard, and a 25-year backstop — Review Board and eminent domain stripped.
Conference removed the independent Review Board and eminent-domain authority; a 33-page Pentagon rewrite transmitted in November 2023 was largely adopted. What survived requires NARA to establish the collection by Feb 23, 2024 and agencies to identify/transmit records, but leaves broad discretion to withhold. Critics call it heavily diluted.
