Provision barring appropriations for UAP or 'legacy' programs not properly briefed to the congressional defense committees, paired with contractor whistleblower protections.
Originated in the FY2024 IAA/NDAA UAPDA effort to force unreported programs into the light. The whistleblower-protection coupling shielded contractors who surface materials from previously unbriefed programs. Much was diluted in conference; commentary sometimes cites it as section 1104/2104, but the exact statutory label is uncertain (CLAIM).
