The Unidentified Anomalous Phenomena Disclosure Act first appeared as S.Amdt.797 to the FY2024 NDAA (S.2226) in July 2023, led by Schumer and Rounds with Rubio, Gillibrand, Young and Heinrich, modeled explicitly on the JFK Assassination Records Collection Act of 1992. It codified 22 technical definitions (incl.
