The AEC Security Division and its Atomic Energy Security Service patrol were front-line participants: AESS troopers were primary witnesses, the Security Division Chief was queried on radar reliability, and AEC chief investigator George Rathman recovered the 1947 Presley photographs for transmission to Air Force Intelligence. The AEC sat on the joint security panel that judged the events unexplained, and disputed Wright Field's 'water spot' dismissal of the 1947 imagery.
