The 1995 retrospective evaluation of the program by the American Institutes for Research (Mumford, Rose, Goslin), commissioned by CIA after the program transferred from DIA. Paired pro-psi statistician Jessica Utts with skeptic Ray Hyman. The report documents their disagreement on efficacy but concluded remote viewing was never operationally useful, leading CIA to terminate the ~$20M program.
