It defines Restricted Data, provides for declassification only under Section 142, and (via 142(e)) authorizes Formerly Restricted Data and Transclassified Foreign Nuclear Information. Uniquely, it places nuclear information OUTSIDE the Executive-Order classification system, so RD/FRD are exempt from automatic declassification - the legal feature that makes DOE the gatekeeper of nuclear-adjacent records.
