TFNI is RD about other nations' nuclear programs that DOE and the DNI (formerly DCI/CIA) jointly remove from the RD category under AEA Section 142(e) so the Intelligence Community can use it under the National Security Act of 1947. It is safeguarded as NSI under E.O. 13526 but is EXCLUDED from that order's automatic-declassification provisions until DOE removes the designation. The 'TFNI' name and marking were only formally introduced in 2010 under 32 CFR part 2001; earlier transclassified material had no unique marking. Critics of UAP secrecy cite an over-broad reading of 'transclassification' as a shielding mechanism.
