After the July 1952 Washington D.C. radar-visual flap, CIA's OSI formed a study group; its two documented concerns were (1) UFO reports could clog air-defense warning channels at a critical moment and (2) the USSR could exploit UFO reports for psychological warfare / to mask a nuclear strike. It convened the Robertson Panel and then abandoned an aborted major study.
The DESIGN-LOGIC keystone of the apparatus: the machinery was built around the REPORTING CHANNEL as the threat surface (Soviet psywar + air-defense clogging), NOT around hidden aliens. OSI's Tauss recommended CIA CONCEAL its interest to avoid 'alarmist tendencies' — the origin of the CIA's suppressed sponsorship of the debunking policy. Documented (CIA history / Haines).
