CIA-convened January 1953 scientific committee that reviewed Blue Book and recommended public 'debunking' plus surveillance of civilian UFO groups.

Chaired by Caltech physicist Howard P. Robertson, the panel (Alvarez, Goudsmit, Berkner, Page; Durant report) met for ~4 days, interviewed Ruppelt and Hynek, and judged most sightings misidentifications. It framed UFOs as an indirect security risk via communications overload and urged an education/debunking campaign and monitoring of NICAP-type groups. Critics note it examined only ~23 selected cases. The Pentacle Memo urged delaying it.
