The Collins Elite is described as a group of policymakers/intel insiders who treat UFOs as fallen angels rather than ETs and oppose contact. It traces to Nick Redfern's Final Events (2010), which itself disclaims being demonstrably factual, and ultimately to Ray Boeche's 1991 testimony. No declassified document names the group. It was later amplified by Luis Elizondo and criticized by Jason Colavito and theologian Michael Heiser.
