On 25 Nov 1991 Boeche says he met two self-identified DoD physicists who described a classified NHE-contact program they concluded was demonic and lethal. Boeche verified the men's claimed credentials but saw no physical evidence. His testimony is documented as testimony; its substantive claims are uncorroborated.
