Alleged 14 Jul 1954 Cutler-to-Twining note referencing 'MJ-12 SSP'; the only MJ-12 paper found at NARA; Cutler was abroad that day, memo lacks register number.
Found by Moore and Shandera in 1985 in Record Group 341 at the National Archives, this memo gave MJ-12 its veneer of archival legitimacy. But Robert Cutler was out of the country on its date, it bears no Top Secret register number though the series is filed by one, no corroborating NSC meeting exists, and paper/watermark/folding are anomalous. NARA stresses that custody does not authenticate a document.
