Created when DIA stood up in 1961, the Foreign Materiel Exploitation Program is run by DIA's Directorate for Scientific & Technical Intelligence as the centrally controlled, DoD-wide effort to acquire and exploit foreign materiel — issuing a Foreign Materials Requirements Listing and tasking the services (Army Reg 381-26 implements DIAM 75-1).
