Strand is a Norwegian engineer at Ostfold University College who founded Project Hessdalen in 1983 to study recurring light phenomena in the Hessdalen valley and designed its automated measurement station (the 'Blue Box'). He pioneered instrumented, long-duration field monitoring of anomalous lights. He matters as the architect of one of the earliest scientific sensor-based UAP studies.
