The Gang of Eight comprises the majority and minority leaders of both chambers plus the chairs and ranking members of the intelligence committees (sources differ on armed-services/appropriations). For waived SAPs they are the sole legislative-branch recipients of notice, sometimes only orally. Critics argue vague briefings make real oversight difficult.
