1995 GAO report (NSIAD-95-187) found no evidence MJ-12 material originated in the executive branch; a 1980 'MJ Twelve' message was a forgery.
Commissioned at Rep. Steven Schiff's request as part of the Roswell records audit, the GAO found that ISOO, the Air Force, and the National Archives knew of MJ-12 only through material submitted by private persons, with no evidence of executive-branch origin. The companion Air Force 'Roswell Report' tied the 1947 debris to Project MOGUL. A 1980 message containing 'MJ Twelve' was deemed a forgery.
