In sworn 2023 House Oversight testimony David Grusch alleged a multi-decade UAP crash-retrieval program funded by misappropriation: contractors overcharging the government with surplus diverted, naming IRAD/IREN as the conduit, mapped onto the 10 U.S.C. 119 waiver structure. In June 2026 he escalated to 'slush funds … billions per annum' and accused DIA of obstruction. No hard evidence offered; disputed by the Pentagon.
