The Intelligence Authorization Act for FY2024 (S.2103), approved unanimously by SSCI June 14, 2023, contained Section 1104 (Funding Limitations Relating to UAP). The companion FY2024 NDAA language prohibits funds for any classified UAP program — including SAPs — not briefed to the four congressional leaders and the intelligence committees, with the prohibition reaching personnel, security, analysis, reverse-engineering, and propulsion work. The Senate IAA also imposed a six-month window for any person currently/formerly under federal contract to make non-earth-origin or exotic UAP material available to AARO. Gillibrand framed this as a check on possible 'rogue SAP programs' operating without oversight.
