SAPs layer extra access controls above ordinary classification, governed by DoD Directive 5205.07 and 10 U.S.C. 119. They come in acknowledged, unacknowledged (USAP), and waived flavors. Carve-out contracting can exempt SAP contracts from normal industrial-security oversight. They are the documented legal vehicle through which highly sensitive contractor work is shielded.
