Statute requiring annual SAP reports to defense/intel/appropriations committees, with SecDef waiver authority.

Enacted 1987, 10 U.S.C. 119 requires DoD to submit annual reports on SAPs to congressional defense, appropriations, and intelligence committees by 1 March. The Secretary of Defense may waive inclusion if national security is adversely affected, creating the waived-SAP category. It is both the documented oversight regime and the source of the waiver loophole.
