GAO/DoD-IG findings of carve-out, fund-control, and recommendation-tracking weaknesses in classified-program oversight.
GAO reports NSIAD-89-133 and NSIAD-93-78 found SAP oversight increasing but flagged carve-out and appropriated-fund-control concerns. GAO-24-106190 (2024) found the DoD intelligence-oversight office stopped tracking all recommendations and ceased component inspections. That oversight gaps exist generally is documented; that any gap conceals craft is not.
