Optics engineer who headed France's GEPAN/SEPRA (1983-2004), led the Trans-en-Provence trace study, and contributed to the COMETA report.
His institutional work (running the world's only permanent state UAP unit; the Note Technique n16 trace analysis) is documented. His 2004 book arguing ~13.5% of cases suggest an ET origin is his PERSONAL view, not an institutional CNES finding — a distinction the record keeps clear.
