AARO Volume 1 disclosed KONA BLUE as a UAP-related Prospective Special Access Program proposed to the Department of Homeland Security and supported by believers in a USG cover-up of off-world technology. DHS never approved it and its supporters never provided empirical evidence. AARO presents KONA BLUE (and a related, briefly-expanded-then-disestablished 2021 IC Controlled Access Program) as concrete examples of authentic-but-mundane programs that interviewees mistakenly associated with extraterrestrial reverse-engineering.
