AARO's 1945-present historical review finding 'no empirical evidence' the USG or private firms reverse-engineered extraterrestrial technology; the central official rebuttal of the legacy-program / crash-retrieval / SOF-custody claims.
Cleared March 6 and released March 8, 2024, Volume 1 reviewed every USG UAP investigatory effort since 1945, conducted ~30 interviews, and partnered with IC/DoD SAP oversight officials. It found no empirical evidence of USG/contractor reverse-engineering of extraterrestrial technology, disproved most interviewee claims, and attributed the narrative to circular reporting. It named the proposed KONA BLUE PSAP (never approved by DHS), described a 2021 IC Controlled Access Program improperly expanded to 'protect UAP reverse-engineering' then disestablished for lack of merit, found an alleged crash-craft sample to be a terrestrial Mg-Zn-Bi alloy, found no authentic death-threat NDAs, and judged a 'leaked' 1961 SNIE inauthentic. Volume 2 was planned for later interviews/research.
