Published by journalist Michael Shellenberger on Oct 8, 2024, the document describes 'Immaculate Constellation' as an unacknowledged Special Access Program (USAP) functioning as a parent program consolidating UAP imagery from tasked and untasked platforms, allegedly created ~2017 after the NYT AATIP story. Rep. Nancy Mace entered it into the Congressional Record at the Nov 13, 2024 House Oversight hearing 'Exposing the Truth' (a 12th page was Jeremy Corbell's cover letter). DoD spokesperson Sue Gough stated DoD has 'no record, present or historical' of such a SAP (ODNI FOIA case DF-2025-00021, Nov 6, 2024). No corroborating imagery and an unconfirmed author leave it unverified/disputed.
