Surfaced by Michael Shellenberger (Public) on 8 Oct 2024 and entered into the Congressional Record by Rep. Nancy Mace on 13 Nov 2024. The public 11-page text describes a 'parent' USAP that consolidates UAP IMINT/HUMINT/SIGINT from tasked and untasked platforms and accuses the executive branch of a decades-long criminal conspiracy run without congressional oversight. DoD (Sue Gough) stated it has no record of any SAP by that name, an ODNI FOIA-released denial that critics note is exactly what an unacknowledged SAP would produce. Matthew Brown publicly identified himself as the author in April 2025; the document remains unauthenticated by any agency.
