Brown authored the internal report describing Immaculate Constellation, submitted to Congress via the FY23 NDAA/IAA whistleblower mechanisms, with the public version reviewed by the State Department's Bureau of Global Public Affairs. He came forward publicly in April 2025. That he submitted and authored the report is documented; the program's existence remains officially denied and unauthenticated.
