Conference convened at Los Alamos Scientific Laboratory on Feb 16 1949 to assess the green fireballs after Fourth Army Intelligence (Jan 13 1949) warned they might be foreign 'radiological warfare experiments' near sensitive installations. Attendees included lab director Norris Bradbury, physicists Edward Teller and Frederick Reines, UCLA geophysicist Joseph Kaplan, Lincoln LaPaz, plus AEC, military and Project Sign/Grudge representatives. The panel could not identify the origin and stayed skeptical of an ET explanation but agreed the phenomenon was real and that quantitative instrumental data (triangulation, photography, spectroscopy) were essential — a recommendation reinforced at a follow-up Oct 14 1949 conference and realized as Project Twinkle.
