The June 25, 2021 ODNI report mandated by the FY2021 Intelligence Authorization Act; authored by the UAP Task Force + ODNI's National Intelligence Manager for Aviation. Established the 144-report baseline (Nov 2004-Mar 2021) and a five-category framework.
Five categories: airborne clutter, natural atmospheric phenomena, USG/industry developmental programs, foreign adversary systems, and 'other.' The 144-report baseline became the reference for subsequent AARO reporting (510 reports by Aug 2022). The anchor bridge between the US task-force layer and the international layer.
