Thomas Townsend Brown (1905-1985) observed apparent thrust from high-voltage asymmetric capacitors in the 1920s and held British patent 300,311 (1928). He coined 'electrogravitics' and named the Biefeld-Brown effect after his mentor Paul Biefeld. His existence, patents, and 1952 Project Winterhaven proposal to ONR are documented; his anti-gravity interpretation is disputed and now attributed to ionic wind. He also founded the civilian UFO group NICAP.
