Setka-AN and Setka-MO were a Soviet state research program (roughly 1978-1990) run jointly by the USSR Academy of Sciences and the Ministry of Defence to systematically collect and study reports of anomalous aerial phenomena. It was a genuine, documented effort prompted partly by the 1977 Petrozavodsk 'jellyfish' event, with much of its activity later explained by rocket launches from Plesetsk and Kapustin Yar. It matters as the Soviet counterpart to Western government UFO studies and the official body behind investigations of cases like Dalnegorsk and Voronezh.
