Across Roswell, Aztec, Kecksburg, Shag Harbour, Varginha and Del Rio, the same three layers recur: contemporaneous documented reports/files; a crashed-craft-and-bodies claim layer; and competing-documented prosaic explanations (balloon, re-entry, misidentification, hoax). AARO's 2024 Historical Record Report formalized the institutional verdict that no recovered extraterrestrial craft has been verified and that crash-retrieval belief is sustained largely by circular reporting and misread classified programs.
