Knuth (UAlbany), co-author Matthew Szydagis, 139 authors total. Its DOCUMENTED value is (a) dispelling the 'American phenomenon' myth by cataloguing global government studies (Scandinavia 1933, WWII foo-fighters/ghost-rockets, Blue Book, GEIPAN, Russia, China) as OFFICIAL-RECORD precedent, and (b) proposing standardized instrumented study. Honest limits: it is review+methods, NOT new empirical detection; 'clarify the narrative' is partly advocacy for the field's legitimacy; the government-study catalog is a calibrated-baseline argument (most cases prosaic, a residual minority justifies instrumented study) - it does not assert non-human craft.
