HONESTY: this faction is ALLEGED, not documented. Grusch testified he had no direct access (~40 interviewees). AARO Vol 1 found named programs don't exist / are misidentified real programs / resolve to the never-approved KONA BLUE, attributing the belief to CIRCULAR reporting — which the site's own provenance analysis independently reproduced. MJ-12 is a proven FBI-'BOGUS' hoax. The DOCUMENTED part is only the oversight-gap MECHANISM (waived USAPs), not its use to hide NHI.
