MKUltra was a genuine, illegal CIA program run through the Office of Technical Service under chemist Sidney Gottlieb, spanning ~149 subprojects at 80+ institutions (universities, hospitals, prisons, pharma) and dosing unwitting U.S./Canadian subjects with LSD, hypnosis, and sensory deprivation. Director Richard Helms ordered most files destroyed in 1973; ~20,000 surviving financial-record pages surfaced via a 1977 FOIA request, driving 1977 Senate hearings. The 1953 LSD-linked death of Army scientist Frank Olson, a $750,000 settlement and presidential apology are documented.
