Richard C. Doty, AFOSI special agent at Kirtland, wrote/investigated the 1980 Kirtland UFO file and is the central figure in US UFO disinformation. He later admitted (e.g., 2014 HuffPost) hoaxing 'alien' documents and feeding false information to Bennewitz and to APRO via William Moore. Researcher Brad Sparks (1987) attributed authorship of the anonymous Weitzel letter, the 8 Sept 1980 AFOSI complaint form, and a purported 14 Aug 1980 frequency-jamming document to Doty; Moore confirmed the Weitzel letter was 'bait' to recruit an APRO insider. The Air Force has never confirmed his activities were sanctioned.
